Having already invested in migrating its ArcGIS Enterprise environment to Amazon Web Services (AWS), Veolia turned to CyberTech to help its team get more value from that investment accelerating the reliability, security, and performance of its ArcGIS Enterprise environment on AWS.
Prior to engaging CyberTech, Veolia had already built a strong foundation on AWS dedicated Production and Staging environments running ArcGIS Enterprise 11.3, with Production supporting 1,068 members and 2,625 items and Staging supporting 66 members and 273 items for safely testing changes before they go live, along with Amazon CloudWatch and ArcGIS Monitor already watching over the environment. CyberTech stepped in through its Managed ArcGIS Cloud Services (MACS) Advanced offering to help Veolia’s team get more out of that AWS foundation, accelerating day-to-day stability, security and visibility across the platform.

Highlights
Challenge – As Veolia scaled its use of ArcGIS Enterprise on AWS, its team needed to work through recurring Portal outages, fine-tune web adaptor and load balancer configurations, eliminate manual FSx remount processes and further strengthen its security posture.
Solution – CyberTech accelerated Veolia’s ArcGIS Enterprise environment on AWS through its Managed ArcGIS Cloud Services (MACS) Advanced offering eliminating Portal outages, correcting web adaptor and load balancer configuration issues, automating FSx remounting, implementing cybersecurity standards including AWS WAF and extending ArcGIS Monitor coverage with a dedicated Utility Network Server dashboard.
Result – Portal outages eliminated within two months of onboarding (by March 2026), automated remounting of Amazon FSx that removed a manual administrative process, a stronger, AWS WAF-protected security posture and expanded monitoring visibility through a dedicated Utility Network Server dashboard all built on Veolia’s AWS foundation.

Extending the AWS Migration with Operational Stability and Security
As more of Veolia’s teams came to depend on ArcGIS Enterprise for everyday work, the platform needed to keep pace with that growth. Recurring Portal outages occasionally interrupted access for GIS users across the organization, web adaptor and load balancer configurations needed fine-tuning to match growing usage, and manual processes for remounting Amazon FSx for Windows File Server added extra work for the team.
Veolia also wanted to build on its AWS foundation with a stronger security posture including more rigorous cybersecurity standards and web application protection to keep its ArcGIS Enterprise environment safeguarded as it continued to scale.
A Managed Services Partnership
Veolia turned to CyberTech, an Esri platinum partner recognized for its GIS Cloud Specialty and GIS Network Management Specialty certifications, to help its team get more value from its ArcGIS Enterprise environment on AWS. Through its Managed ArcGIS Cloud Services (MACS) Advanced offering, CyberTech brought the day-to-day operational expertise Veolia needed to resolve recurring issues and strengthen security without asking Veolia to change anything about its AWS environment, accelerating value from the investment Veolia had already made.
CyberTech took responsibility for both the ArcGIS Enterprise platform and the underlying AWS infrastructure within Veolia’s own cloud environment, giving Veolia a single, accountable partner for the entire stack. That freed the GIS team from day-to-day infrastructure work, so they could focus on what mattered most: advancing GIS capabilities across the organization.
Stabilizing and Optimizing Veolia’s ArcGIS Enterprise Environment
Since onboarding, CyberTech has focused on accelerating the value Veolia gets from its AWS-hosted ArcGIS Enterprise environment. CyberTech operates that environment through its Managed ArcGIS Cloud Services (MACS) Advanced offering, supporting dedicated Production and Staging environments. The Production environment consists of 1,068 members and 2,625 items and includes multi-machine Hosting Server, Utility Network Server, and Mapping Server configurations supporting production workloads. The Staging environment consists of 66 members and 273 items and uses a distributed ArcGIS Enterprise architecture, giving Veolia a controlled space for testing, validation and configuration changes before anything reaches production.
Within two months of onboarding, CyberTech eliminated recurring Portal outages by March 2026, resolving the underlying web adaptor and load balancer configuration issues that had been causing them. CyberTech also automated the remounting of Amazon FSx for Windows File Server, eliminating a manual process and implemented cybersecurity standards and AWS WAF to strengthen the environment’s security posture. Automated daily ArcGIS backups replace Veolia’s previous manual backup activities with a consistent, repeatable process and CyberTech implemented a Daily Maintenance Script to support recurring ArcGIS environment maintenance. CyberTech now monitors the environment using the Amazon CloudWatch, AWS CloudTrail, and ArcGIS Monitor capabilities Veolia already had in place, alongside AWS-native security services, including IAM, AWS KMS and Secrets Manager, for identity management, encryption, and credential protection. Building on that foundation, CyberTech installed additional ArcGIS Monitor agents on the secondary site and built out dashboards aligned with CyberTech’s monitoring standards, including a dedicated dashboard for the Utility Network Server.

The architecture is also built on Amazon EC2, Amazon VPC, Application Load Balancer, Amazon FSx for Windows File Server, Amazon S3, Amazon RDS for SQL Server, AWS Backup, AWS Key Management Service (AWS KMS), AWS Secrets Manager, AWS Identity and Access Management (IAM), AWS WAF and AWS WorkSpaces, forming a secure, scalable foundation for Veolia’s ArcGIS environment.
Results and Operational Impact
CyberTech’s managed services engagement continues to accelerate the value Veolia gets from its AWS-hosted ArcGIS Enterprise environment, a more stable, secure, and efficient way to operate day to day. Portal outages have been eliminated, web adaptor and load balancer issues resolved and manual FSx remounting automated. Because CyberTech manages both the ArcGIS platform and the underlying AWS infrastructure, Veolia’s team is freed from day-to-day infrastructure operations and can focus its attention on GIS strategy and innovation instead.
Operational Visibility
Using the Amazon CloudWatch, AWS CloudTrail, and ArcGIS Monitor capabilities already in place, CyberTech now provides centralized monitoring and audit logging, giving Veolia’s team consistent, real-time visibility into system health and operational activity across the entire environment. CyberTech has also extended ArcGIS Monitor coverage to the secondary site and stood up a dedicated dashboard for the Utility Network Server, in line with CyberTech’s monitoring standards. That confidence in the platform lets the team operate more decisively and direct their energy toward advancing GIS capabilities rather than questioning whether the infrastructure beneath them is performing as expected.

The dedicated Staging environment gives Veolia’s team real confidence when rolling out updates, knowing changes have already been validated in a controlled environment before they reach Production.

Measuring the Impact
To demonstrate the measurable value of this managed services engagement, CyberTech is validating additional operational metrics with Veolia’s Operations and Managed Services teams, including ArcGIS Enterprise uptime and availability, performance and response-time improvements, incident volume and MTTR, backup success rate, RTO/RPO and recovery performance, reduction in manual administration and maintenance effort, and deployment and validation improvements. These metrics will be incorporated once validated.
